About the Border Executive Board

The Border Executive Board has been established under the Public Service Act 2020 to deliver an integrated and effective border system and is hosted by the New Zealand Customs Service.


The Border Executive Board has been established to deliver an integrated and effective border system. Its core functions are to:

  • address gaps in end-to-end border processes
  • ensure risks from people, goods, and craft arriving and departing the border are addressed, where these aren’t already being managed
  • make strategic improvements to the border.

The six agencies involved in the Board are:

  • New Zealand Customs Service (Chair)
  • Ministry of Business, Innovation and Employment
  • Ministry of Foreign Affairs and Trade
  • Ministry of Health
  • Ministry for Primary Industries
  • Ministry of Transport.

The Border Executive Board is supported by a small team that:

  • provides strategic leadership
  • manages issues, risk and assurance activities on the Chair’s behalf
  • provides secretariat support for the Board’s meetings.

The Border Executive Board is hosted by the New Zealand Customs Service.

The Border Executive Board is an Interdepartmental Executive Board under the Public Service Act 2020.
